Yes, Amazon Mturk has started accepting non-US applicants sometime back in mid-2016. Although getting accepted as a worker totally depends on your luck and Mturk employees. You can get accepted in a day or after several months, Nobody except mturk employees know the exact criteria followed for selecting a worker.
I had registered sometime back in 2015 and got accepted in October 2016. I received a mail from Mturk in mid-October stating that I was accepted as a worker on Mturk. The work (which is known as HIT) is quite easy and the time required to do a HIT can vary from a minute to more than 3 hours. Currently, Non-US turkers aren’t able to receive funds directly to their bank accounts. The funds can only be transferred to your global amazon account where you can either import stuff from US or you can exchange the funds using a third party platform called purse io. Using purse you can earn bitcoins by spending your amazon gift balance. The bitcoins can be converted to INR or any other currency(fiat or crypto) using exchange platforms like Zebpay, shapeshift.io etc.

initially you can't request for withdrawing of money within 10 days. But after that you can request for same.
